Кое-что было запрещено и раньше. По Гаагской конвенции 1907 г., the attack or bombardment, by whatever means, of towns, villages, dwellings, or buildings which are undefended is prohibited.
Еще была Гаагская декларация 1922/23 г., но она была именно декларацией и не была подписана в качестве обязывающего договора:
"an air bombardment is legitimate only when is directed against a military objective, i.e. an objective whereof the total or partial destruction would constitute an obvious military advantage for the belligerent"
