государство снижает базовую ставку по кредитам. соответвенно, оно не может платить больше, чем предлагает само, иначе ничего не помешает пойти одолжить 1 миллион под 1% и положить под 3% , к примеру. получая 2% на деньги, которых у меня нет и не было!
могу так и 10 миллионов взять - абсолютно ничем не рискуя!
